ACTION: Final rule.
SUMMARY: NMFS issues regulations creating a limited access system for charter vessels in the guided sport fishery for Pacific halibut in waters of International Pacific Halibut Commission Regulatory Areas 2C (Southeast Alaska) and 3A (Central Gulf of Alaska).

Is this True, when will it be implemented, if it is true it is a serious blow to the economy of south central Alaska

Sounds like its going to happen. Applications will be submitted sometime this spring so probably wont be enforced untill 2011. It seems the feds are ok with the one fish limit as a restriction for charters so maybe this will help established charters stay in business a little longer.
